Hard commission caps proposed to curb insurer distribution costs and eliminate regulatory arbitrage

The Insurance Regulatory and Development Authority of India (IRDAI) has issued a draft consultation paper. The proposal seeks to set strict commission caps for insurance agents and intermediaries. As flexible spending limits failed to curb high sales costs, the regulator plans to enforce fixed, effort-based commission ceilings and tighter supervision to lower distribution expenses across all sales channels.
